Has your Philadelphia preschooler been getting early intervention services from Elwyn, Inc.?

Has it been a good experience or have you run into difficulties?  The Education Law Center and the Disability Rights Network recently filed a complaint with the state against Elwyn, Inc. (the organization that provides early intervention services to preschoolers with disabilities in Philadelphia) and the state because families were complaining that evaluations were taking too long and that children were waiting for services.

Our daughter was evaluated by Elwyn in December 2008. Caitlyn was diagnosed at 4 1/2. Services for Caitlyn were put in place in March of 2009. Everything has been going quite well for us with Elwyn. The only problem we have had this year was OT for Caitlyn. From July 2009 to Feb 2010 there was alot of turn around with OTs and finally in Feb 2010 we were assigned a terrific OT who has been consistant with us and still with us at this time. We also have Elwyn as our wraparound agency. Caitlyn was evaluated for Wraparound in September and we were approved for BSC, MT and TSS. Six months later they contact to arrange for a reevaluation when we never received BSC, MT or TSS services. We went to the reevaluation in Feb 2010. Again we were approved for BSC, MT and TSS. We were assigned a BSC, had one MT with us for 4 visits and left. We just had a new MT start with us this month June 2010 and are still waiting for a TSS. Caitlyn is in her extra year right now and will be starting Kindergarten in the fall. After several calls and emails we about what the status of the TSS we have been ignored with no return phone or email. I called this morning and finally spoke to someone and I was told that there is no update at this time and they still do not have a TSS for us. They told me that there was anoth "meeting" scheduled for Thursday and now with school ending for the summer they will have some TSS people that will now be available! But we due for another reevaluation in August again with NO TSS ever been assigned. The School District has already indicated that Caitlyn is going to need assistance. So it is more important than ever that not only a TSS finally be assigned, BUT that in AUGUST we get one for Kindergarten. My husband and I are definitely running out of patience and are ready to file a complaint. Elwyn is all about lip service with no action!

From your post, it sounds like you are having a problem with the behavior health side of things - that is where the TSS, BSC, and mobile therapist come from. If you haven't already done so, it sounds to me like you need to get in contact with Community Behavior Health to get them to get Elwyn moving.
